So, what I would do, in the meantime, is contact all the utility companies to see what's the bare minimum payment plan you can make to reduce late-fees and shut-offs.

I had zero clue what I was doing, did no research or reading beforehand, rented it to a friend of a friend at a below market rate that she could barely afford anyway and my results at the time were as you would have expected based on that.If I had to do it all over again, I would want it to look similar to what you just described you've been through.
