I thought rent was still due, and that she would apply for FEMA assistance to pay for her costs of hotels during the evacuation (if she even had any / she might’ve stayed with a friend for all I know).

IMO, over leveraging doesn't apply to solid cash flowing rental properties, especially if you have 6 months of reserves set aside.
