This will give you an advantage over the large wholesaling companies like the one I work for ;) When you find a deal use the 1 to4 residential TREC contract, mark out the term that states you must be a realtor if you dont have a license,  and get an option.

Also in regards to the "Anti-Flipping" policy - the City of Buffalo warns against people who buy properties at auction and mark up the properties for resale without any work being done.
