I would take a solid 7-10% property in a high-end area with stable tenants that treat the property like gold and never have issues any day of the week over a 30% property that requires constant maintenance and issues from tenants. 

Southern IL seems like it could be a gold mine.

However, I haven't been paying attention to how I could go about building the interpersonal relationships that I have lately heard are so vital to success.
