4-If the town maintains it then it is most likely considered a street or alley and has been "given" to the town, which makes it "public" property, even though it could be a private alley.

Two or more layers of shingles are not ideal, even if they use more nails than they should, lacking of adhesion to plain wood or the film layer before the shingles (water shield or decking protection felt) is gone.
