The only issue that came up during inspection was two broken rafters, a couple disengaged shingles, a few holes in the vinyl siding, and cracks in the sidewalks.

One approach might be to rehab the property like you otherwise would, which would include repairing the exterior to cover the crawlspace appropriately, and perhaps improve the drainage near and around the foundation to prevent soil erosion/shifting.

And you don't need to, because if you can handle living in a hole in the ground while people mortar you and shoot at you, then you can certainly handle sleeping in a slightly rough neighborhood, while spending 5-7 days a week enjoying the posh amenities that the campus offers.

Inherited tenants are like fist-holes in dry wall; hard to deal with but they may be reason you got a great deal on the property in the first place.The whole psychology of inherited tenants is problematic.
