I would say things have gotten markedly worse since we purchased almost two years ago (it took most of a year to rehab the property).I can find no language in the Davis-Sterling Act that requires directors to act in responsible or consistent or unbiased or impartial or timely manner.

I know there is a difference, but a "cash offer" here could be either one, without any issues.You might add some language similar to this to your offers.
