You need to dry it out from the bottom up.

Are the studs structurally sound (assuming wood construction.. don't know Hawaii.) or are they dry rotted with lots of termite damage?

I also believe the good fund law is targeted to make sure that you cant do a dry closing anymore.

May want to mop some bleach on subfloor first and let it dry out before paint.

The new tenant who moved in last fall said the lint trap/plastic for it for this dryer just broke and needs to be replaced as it keeps falling out while drying and makes a lot of noise.

While putting the new ceilings (dry wall) I have noticed that there is no insulation present between the roof and where drywall goes (The space between roof and ceilings dry walls).

If you get a good number through a broker that lead source will dry up because you just cut their incentive to feed you deals.  

Unfortunately the market in Colorado has gotten quite competitive and those kind of deals have dried up. 

If this place started with clay pipes and sat unused for several years (which would allow the sewer lines to completely dry out, possibly causing more shifting of the individual pipes) then I think this is on you, not the tenant.Replace the whole line.
