You dont say what the change order was for it could be for major work .There is another side to this story , a 20 year contractor with good reviews wont risk his reputation . 

Call local wholesalers and housebuyers and hopefully they have a good reputation so you wont get screwed.In the future make sure you can perform on what you bid on.

In my opinion, it is important to do your research and find a reputable wholesaler just like you would for finding quality realtors, contractors, title companies etc.. 

I'm primarily looking for multifamily deals and would appreciate if anyone can put me in touch with a reputable broker and/or management company.

I'm out of state but feel as if I have a reputable and ethical property manager, however the amount related to testing and certification continues to make me take pause.   

So you saved $1000 on the front end, but after time, court loss and reputation damage, you have saved nothing. 

Also, licensing may be a concern of you're looking for someone to do work that you would require permits pulled for, etc...Consider reputation and trustworthiness on a cheap contractor as well.
