I typically then run their names again through the assessor website to see how many properties they own, and if it is more than 3 or 4 I will look them up online, send a letter to the "Owner address", or skip trace them to try to get their phone number. 

When you do talk with the tenant or your property manager does, make sure the tenant knows that they need to have a good phone number on file.

She gets off the phone and insists she is moving in .

In general, most cities are still working but closed to the public, inspectors and building & safety should be open over the phone -- at least my inspector comes to my site on a daily basis.

They are all very friendly and now days they can do much of the business on the phone or email.

I have some that are newer, but they were poorly insulated in the floors so a downstairs tenant can hear the upstairs tenant close their refrigerator, have a phone conversation, or make babies.

You can then google and/or use truepeoplesearch to validate addresses and find phone #s if you are going to make phone calls. 2.
