Getting a List of Owners

Near me in La Crosse, Wi there are over 100+ Duplexes in a handful of subdivisions. Most of those I'm sure are not owner-occupied. What is an efficient way to actually get the contact info of that many owners?

@David Taylor - Two main ways I'd go about it:

1. Free way is to look up by address on the county website. You'll see the owner (LLC or individual) and where the tax statement is being mailed. You can then google and/or use truepeoplesearch to validate addresses and find phone #s if you are going to make phone calls.

2. Quicker and more efficient way is to use 3rd party like CoStar or ListSource and pay for the list.  You can zoom over certain geographical areas, put in specific requirements (out of state owner, high equity, owned for more than 7 years....etc) and it will spit out a list with names and owner addresses.  You then perform mailing campaigns or use something like truepeoplesearch to find phone numbers and make the calls.
