She told me that an Agency was paying her Security Deposit of $1,500/-. 

Agencies are shying away from the deal because it will be a cashout above the cost basis. 

I am so frustrated looking at websites listed as- For Sale By Owner and trying to contact the owner, or drive by the home only to find a realty agency sign on the lawn. 

Does anyone know if I refinance through Fannie/Freddie, what is a common LTV that these agencies could do if I do refinance + cash out?

My background is as an Entrepreneur in technology as well as growing a financial services agency.

I'm open to accepting section 8 and collaborating with housing agencies and other social services groups as well as other options I haven't discovered yet.A bit of background: I was at one time, one of those high risk tenants - no bank account, no credit, all cash job, no rental history bc I'd been living with a boyfriend and not on the lease - and I got lucky in moving in with a roommate in a place where the landlord didn't do any screening on me.

Then, when it happens you're not bent out of shape over it and you don't feel compelled to figure out who last used the washing machine - usually that has nothing to do with it's failure. 3) Leases evolve - it's good to get a lease from a real estate agent or your local rental agency uses.
