Looking for Lender/Bank/Mortgage Broker in LA to help w/ refinanc

Hi everyone,  I have a fully-occupied, 9-unit deal I am working to refinance in a top submarket in Los Angeles.  Agencies are shying away from the deal because it will be a cashout above the cost basis.  My thought is that a local bank may be willing to play ball on this complete gut-rehab of a 1990s property owned by a local borrower who employs strong local third-party management.  Value is roughly $3.7M.  Any other thoughts?  Feel free to send me a private message.  All references appreciated.
