Congress can authorize congressional spending, has taxation authority, etc., while the Fed (Helicopter Ben) has monetary authority (subject to congressional authority provided & reporting).

What reasonable evidence/testimony could they use to support their argument that "she should of know about it?"

If not, it's a great way to get reviews, turn them into testimonials, and then get business from Angie's List (the more 5 star reviews the better your chances are of getting clients... plus, clients who come from Angie's List are usually high quality, not always highest price, but high quality, nice people).
