Electricity was already on and there was a septic tank, so that was a big plus and saved me from having to pull permits and deal with inspections.

I went in knowing that this would be problematic as it said in the CCR that there's no rentals permitted that is less than 6 months.

From what I understand...code violations stay with the property, if you buy it, the violations must be cleared up by you in order to get any permits to do any work on it...

You have to ask specific questions in order to get a specific answer, but the department that grants building permits should be able to at least send you in the right direction.
