I have never pulled a permit for a water heater swap, know no one that has ever pulled a permit for a water heater swap, ever seen or heard about one getting red tagged for no permit, and have never had a plumber recommend getting a permit.

I recently spoke to a realtor in the poconos, in particular regarding Masthope and he said obtaining a str permit is very hard now, if not impossible.

But consulting with the town would be good to try to understand what they're permitting process is like.

If you do not know how to get permits, honestly you should not be flipping.
