The the double front doors had to be secured with a padlock – from the outside because the wouldn't stay shut.

I dont understand why you would shut this off each time,,,generally left always ON!!

I had to have a sun roof on the front of one of my properties lifted 7" and it broke three of the five windows and my front door had to be adjusted because i could not get it shut.

If the property failed the pressure test by the Field Service Manager, you will not be able to active the water(could be as simple as a bad shut off valve). 

In my area I have an owners account which the property defaults into when the tenant shuts off service.
