I had to have a sun roof on the front of one of my properties lifted 7" and it broke three of the five windows and my front door had to be adjusted because i could not get it shut.

If the property failed the pressure test by the Field Service Manager, you will not be able to active the water(could be as simple as a bad shut off valve).
