1) I set up a google voice account and linked it to my cell phone however I haven't found a way to set up the voice mail for it.

Last thought, if you have sign ordinances in your community then setting out an illegal sign and using tricks using cell numbers, recorders, and all the other tactics to avoid those legal issues is already dealing unethically, intentionally breaking laws.

They are the same ones who attend the mandatory continuing education classes and feel they are so important that they do not have to turn their cell phone on silent or off.
