This may not be ideal, but it is one way.The other way would be to work with a lender who has access to Non-QM products, and whose overlays do not restrict the number of financed properties allowed.

Until you have restored utilities I would not let tenants back into LIVE in the apartments,, no plumbing,, that's gonna be a big Poop problem, and NO electric,, is gonna be a safety hazard and issue,, no smoke detectors..

I have about 350K in cash and about 900K in retirement funds that I could access, I think tax and penalty free by setting up a ROBs (a method I am investigating that via the tax code apparently lets one use retirement savings by setting up a C corp and funding a company by buying stock in it with retirement funds).

Honestly how do landlords get themselves so stuck.. inherited problems or not.. this sounds like it would have been the first thing I would have done was to get rid of the dogs.Tell tenant you have no choice they either get dogs gone or else, you file for eviction,  non-compliance failure to permit management / services to enter apartment to do emergency repairs.
