No toilet or drain, but dogs in site.

I've got a property that needs a good snake due to roots in the main line.  Additionally there is an issue with the subfloor in the bathroom and it is no longer safe to use the restroom.  (these are inherited problems- I would never let a property get to this condition).  I've put the tenant in a motel so I can get things fixed for them...  But they have 3 pitbulls and no contractors want to work with the dogs on site.  The tenants are refusing the board the dogs.

What is my obligation here?  What is my exposure?

This is so stupid it's crazy.. either the dogs go to kennel or tenants needs to pick up the dogs in the morning until work is done in the afternoon. they can put the dogs on the moon ..got a garage..??? got a muzzle ?? 

Do they have permission for these dogs? 

Honestly how do landlords get themselves so stuck.. inherited problems or not.. this sounds like it would have been the first thing I would have done was to get rid of the dogs.

Tell tenant you have no choice they either get dogs gone or else, you file for eviction,  non-compliance failure to permit management / services to enter apartment to do emergency repairs.
