I believe for our situation (once it is not a primary residence) what they offer would be a small business type of loan.

Houston has that as well, but is a much smaller percentage of our economy.Unless we lose a substantial portion of our population (which I don't see likely at all), very few jobs will be lost in Houston, thus a very small number of foreclosures.  

simply look were you live in Milwaukee.. and look at all those great 30's and 40s houses on the north side of town you can buy for under 100k but it would cost 400k to rebuild them.. in those areas building new just wont happen until things change demographically and if it does not pencil for you doubt you can sell it to any one else.. so the smaller project maybe what you do.. then at some point in the future where economics catch's up.. you demo the small improvements and go vertical.

Just as a point of reference I had a water claim from a small leaky pipe leading to a dishwasher and that took 4 full months to completely remediate / mitigate.

I'm looking to acquire side by sides, four plex, or small apartment buildings (8-10 unit), but trying to acquire those via mls is quite difficult to do without overpaying, as many of you well know.
