Personally, I would think that even if you asked for and obtained a copy of a monthly budget from a potential tenant, it wouldn't even matter.  

Depending on the property and the condition of the title, it may be difficult to obtain financing before closing.

Definitely your steps are: (1) confirm zoning for the building and (2) speak with/obtain a lawyer who has experience with zoning & U&O changes.
