Why are banks allowed to retain just 3%/borrow 97% when the average business or American looking to borrow funds is unable to borrow more than 80%.  

I would just average what their cost has been and prorate the last time period.

Search for independent studies vs. those funded by the window industry (who push the use of UPVC due to profit margins).

It's always groups of younger people that rent the house.In an average year, this house brings in the same amount of money as a 2 or 3 bedroom STR house. 

• What are the average rents for the area (there are several online tools that can help you out with this)• What are the schools like in the area• Is the area primarily SFH, Multi-family or commercial? 

In fact there is an entire industry of attorneys who just handle tenant security deposit type lawsuits.
