Agree with the others, the contract is between the PM and current owner and the current owner is responsible for terminating.If it were me, I would reach out to the current PM (if they seem competent from what you've seen) and introduce yourself. 

It will take time to build relationships and it will take time for people to take you seriously.Start introducing yourself to people in the business and analyzing one property at a time, get familiar with areas and the numbers in those areas.

I wonder if it's simply a speculative tax to be introduced, or one that applies to residents only who decide to kick IL to the curb and leave?

You may also ask them to help out now and again in other ways, like introducing you to their investor buyers or running comps for you.So get agents on your team and work it out with them what works best and is legal.

I will work on getting into those groups as well as attending those meetings.. do you recommend I bring business cards and introduce myself?

I even told the interviewers that I would introduce them into real estate and help them along.

This works well because you introduce them to potential clients and have brokers come to you vs meeting them individually
