Waikoloa is always pretty popular so (like anywhere) its a matter of picking a good property in a good neighborhood, doing a nice (but not TOO nice for the comps) remodel and pricing it reasonably.If you are not adding on or completely gutting the house (radically changing the layout), permits are not a big deal when it comes to resale usually.
