Of course do this only if family does not step in and you have contacted them yourself.Explain to all the nusicance calls to 911 for emergency assistance and you could inform police if this type of incident repeats itself maybe then should send out an ambulance for transport for mental health evaluation..could be person if off meds, but this behavior is not normal, average, and is beyond you call as to discipline. unless he starts yelling, or causing disturbance which you should make notes of..

You can go on Freddie's website and they have an eligibility tool you can see if the property qualifies with AMI (Area Med Income).
