You ccan search online what the average price is for a repair - IE- thermocouple for water heater. etcI think Cozy is a good website for basic PM stuff.  

., Are you searching for your first deal in Philadelphia county or does your search also include the surrounding counties?

I've been searching for the same solution for months and have asked in 2 mastermind groups with no help.

However if you search diligently enough you may find some liens that are worthwhile. 

If you can search the site.. check on Brian Burke  post about his adventures with CA. court house steps.I done quite a bit of this over the years in ORegon.. and cut my teeth on it in Lake Co.

Based on my 5min searching on apartments.com in Lynhurst, I noticed more than half of the SFH listed had AC so I would definitely pull the trigger.
