Actually its a shell ( it does have wiring and plumbing) with nothing but the walls .

He said it would be a waste of time going after any of these foreclosures/REOs if I cannot show money there within 2 days.

I have been to see 2 different homes and they both have a mortgage on them which is higher than the 70%, so any offer that I give would be a loss to me and my buyer, and if the deal does not go through then it would be a waste of time for the seller also.

With the limitations you have listed, you will be wasting your time trying it on your own knowing nothing about wholesaling other than what it is.

I want to use every method starting out but by no means would I want to waste my time doing a task that will not lead to any new business or calls from city officials.Thanks!

I've worked with a few wholesellers who tried working deals on the mls and it just ended up being a waste of time.
