Ride thru an area between 11am and 2 pm and it will give you a good idea.Rehab can run 5k to 20 for buy and hold.

Also work with their case worker as right now the tenant is getting a free ride on the taxpayers dime, failing to comply with the terms of their lease agreement can jeopardize that and that threat can really get them moving.
