Your state laws will dictate this but assuming your state as many do allow evictions for holdover simply send them notification that they are a holdover tenant and need to leave.  You said the owner sent them notice but have you sent them any official notice.  If not give them a 30 day notice and be very firm that if they don't leave you will be forced to file an eviction.  It is hard enough for a section 8 tenant to find a place to live and a recent eviction makes it  next to impossible.  Also work with their case worker as right now the tenant is getting a free ride on the taxpayers dime, failing to comply with the terms of their lease agreement can jeopardize that and that threat can really get them moving.
