They will need to be pushed to force them to take responsibility.My guess is that one of the units around you is a rental owned by a irresponsible slum lord that is not taking care of or inspecting his property.You should also spread the word, post notices, around the building that there is a roach infestation the HOA is refusing to address and generate pressure at the board meetings.

Would like to make 1 year or 2 years leases with tenants but not sure on how to do it since I am the owner and manager,  I don’t want the tenants to seem pressured  also not sure how to do it 

Make it clear there is no pressure, just that you want to set aside time to talk about your financial future.

It could be something her new brokerage is pressuring her to add. 

We had window flashing put in upside down, non-pressure-treated lumber used, a garage floor that doesn't slope, rare HVAC units, termite damage, etc.

I think for my first deal partnering may be the easiest route, but having a partner makes me a little more nervous because there's more pressure to not screw up.

The ARV on this property is the big unknown (as it usually is) so I'm going to try to pull comps, and potentially see the property again with a contractor to gauge what the rehab might cost...
