They will need to be pushed to force them to take responsibility.My guess is that one of the units around you is a rental owned by a irresponsible slum lord that is not taking care of or inspecting his property.You should also spread the word, post notices, around the building that there is a roach infestation the HOA is refusing to address and generate pressure at the board meetings.
