Looking at purchasing a hoarder house condo, $12.9k cash. Downstairs is halfway gutted / prepped for rehab already. This will be our first deal. 

What do you guys think?

Well, naturally my unit was just the one unit, but your fate is inextricably tied to every other owner as well. You just really have to have someone check into the HOA for ya if you want to buy into a condo complex. Oh wow, yah $12.9 is amazingly low, so yah as you say it's not a huge risk. Mine was $200k. Get folks you can trust to help you, such as your attorney, and only take what your Realtor says with a "trust but verify" attitude!
