Does anyone of any suggestions on emerging areas that would be a great place to buy something in the range of 20-40 units?

In our state (Washington) if you own more than 4 they ask for the other unit rental prices.

The South Linden area is definitely sketchy, I'm having a hard time filling one of my vacant units and I see comments in Tenant Turner about the area being bad.
