Best places to buy apartments right now?

Hello, I am considering buying a few apartment complexes out of state and exchanging. I have been looking in the midwest like Kansas City, Indiana, but have also considered some of the areas in Florida that have not completely exploded yet. Does anyone of any suggestions on emerging areas that would be a great place to buy something in the range of 20-40 units? I own a lot in CA right now.

My biased suggestion is bit closer to CA in Tahoe Reno, NV.  There is a lack of new building and with the Tesla semi-truck factory opening next year the pressure on the housing market is only going to increase. It's the closest city outside California and with the 4th lowest property taxes in the Nation, no state income tax, and landlord friendly NV is a great environment for investing. Happy to share more market data.
