New tile brings 300%  @ re tile kitchen and bathrooms, cost $700 increase the value $2100New paint 300%new light fixtures and door knobs 300-500%New windows 200%Curb appeal  ( outside) front yard    1000%   just a few bushes and bark and flowers can make a yard Pop!

(We have an IRS lien that will be paid off in four years and I am pretty sure that could be worked around.)My wife is hell-bent on being able to "burn the mortgage" as soon as possible and is resisting refinancing with a $30K cash-out to drastically improve the functionality, curb appeal, and comfort of the home we've lived in for 35 years.I feel we should do the refi, make the house new again, and enjoy where we live.

@Scott M.Thanks Scott, Exactly I meant Laundry area where most of the plumbing drain lines are there and parking area as well to monitor amount of snow accumulation and bad weed plants growth on the curb side to get them removed with the help of a handyman.

Well you can police the stuff that will happen, put up cameras, drive there more, become brilliant at property management, but you will see them litter the place more, leave busted up cars there more, stuff on the curb (fines), make more noise, be more destructive.
