Neighbors trees in my yard

Im a new investment landlord. I signed up took the 90 day challenge and recently closed on a duplex. Im looking to firstly work on the curb appeal. Currently there are trees from a next door property that has grown over a fence into my yard and and even grown within the electrical pole wires (dangerous) Whose responsibility is it to cut them back? What recourse do I have with the other owner if they refuse?

Utility Company might trim them but they will top it off and it will be ugly. Post a picture. Perhaps an expert can thin it out rather than chop it down? Recourse- none. Start by asking sweetly and end with offering to pay for half?
