I called Apache County Treasurer and Dawn Yarosh yesterday who definitively told me I can contact them offering to purchase the property if they don't want to redeem rather than go to foreclosure, adding "It's public information".

We work like dogs to not miss one rogue hair, one balled-up tissue, one dirty spoon hiding in the dishwasher. 

Also, if you can't see them during the day, check in the dishwasher and around the the water heater with a flashlight. 

For example, give yourself 30 minutes in the evening after the kids are in bed and the house is cleaned (ie dishwasher is going, load of laundry in the machine).

Wound up going with Sears as they had a good sale last weekend and was able to pick up a stainless stove, fridge, and dishwasher for $1900 with delivery, installation and haul away.Thanks for the pointers everyone.

Also do your homework on which circuits MUST be 20amp/12ga, which circuits MUST be GFI & which circuits MUST be dedicated such as an above the stove micro-wave, dishwasher etc. 

When the dishwasher line broke and flooded we only had to replace 5-6 pieces because the linoleum acted as the water barrier.
