I thought I was in the right to give a 30 day notice at that time (because it was prior to one year of tenancy) but apparently that legislation changed.

My personal expectation is that any revenue raising legislation will have an effective date of whenever the bill is signed into law.It's really anyone's guess, however deeply retroactive legislation that raises taxes is debatedly unconstitutional under the due process clause of the fifth amendment, and to a lesser extent other clauses.

Adding millage typically needs to be passed by voters, but unless this is in an area with legislatively set value increases, county governments can normally get more aggressive on assessed values to help boost their coffers.
