In TX, tenants take care of the lawn in most cases, unless it's in a garden home type of community where it's under the HOA cost.

My question: If a tenant soaks the streets with a garden hose, seems like they mail a fine, if the tenant leaves, is the owner stuck with the fine, may be an unpaid fine that grows into a lien?
