You can always put up security cameras that record everyone going in and out. 

Rent a camera and see where the problem really is before you do anything crazy (not that hand digging up your waterline isn't crazy enough)

When you take your photo from eye level and point that camera lens down, you are essentially taking a photo that is mostly flooring.

I can't think of anything aside from literally installing cameras everywhere, but if they wanted to they could just rip cameras down so that seems futile.
