If I were looking for possible owners in DC to try to get them to sell I'd go with cross referencing DCRA's vacant property (the ones with the bright day-glo "VACANT" stickers on them) lists with the DC property tax database.

For example, subscription to  certain databases that I didn't even know existed. 

Assessor a database doesn't even mention the January sale for $95,000.

I have a database of about 100 buyers, but when I send deals out to my list, those few buyers snag them up quickly.
