Have not worked with VA stuff in years as I do commercial only now.The VA residential stuff I did (maybe it has changed now) the VA picks an appraiser to go out and inspect the property.The property has to conform to certain standards for the VA or the appraiser will not give the go ahead to fund until the items are fixed.To my knowledge FHA is not like this but you have to put 3.5% down versus 100% with VA but then you still have a funding fee to deal with.So with all the changes things could be different now and they have a loan for rehab properties but I don't know of any.I would really talk to a mortgage broker that specializes in VA loans and they can give you the latest updates as to what is or is not allowed under the programs.Usually bank owned properties do not like VA buyers because of all the kick outs that happen with condition issues and not loaning on the property.
