We knew the plaster in the example above was a candidate because of when the house was built (early 1940s).Some plaster products {may have} contained asbestos right up until the 1980s - certain spray-on textured ceilings (1970s popcorn) in certain areas come to mind.

page=contactI'm sure they'd be happy to help you find the perfect hedge plant for your local conditions, and be sure to let them know you're looking for drought tolerant (tenants don't water) and easy maintenance (tenants don't like to prune, so they'll be growing through any fence in a heartbeat).
