A utility survey I read a year or so ago so that on average tenants use 30% more water when the do not pay for it ( leave sinks running, long showers, let friends was cars outside, and use the laundry inside etc.).

Having recently closed on a small apartment complex, I'm putting together a survey for the tenants.

If you are confident in the value and your spread, why don't you buy the survey?  

Have you talked to tenants and/or done a local rent survey?

(Survey, perc test, inspection on any structures, quotes for work, etc.)Curious what you mean by land inspector too?

I've sunk thousands into attorney's fees, appraisal, survey, mortgage applications, etc.

also keep in mind Survey can possibly lower amount depending on unassisted units in the area.

It included taxes, paystubs, a PFS (personal financial statement) and our properties appraisals and surveys, resume's ect. 

And the thing is, the rental survey (when the FHA inspector gives the "market value" of the rents) is one of the last steps in the buying process.
