Separate the utilities bills after a purchase (RUBS)
Hi guys, I have a quick question about separating the utilities after acquiring a new property. I bought a 6 family recently in Jersey City and the tenants are on a month to month lease. I'm planning to sign new leases with each tenant and thinking about asking the tenants to pay their share of the utilities bills (Heat, Water) to align each tenant's incentive to save. However the property doesn't have a separate meter for now. I read a little about Ratio Utility Billing System which explains about how to separate the utilities bills without a separate meter to bill each tenant for the utilities usage.
May I know if this is legal in Jersey City?
If it is, then what's the best way to include this item in the lease and to divide the utilities bills each month?
If a tenant doesn't want to pay, what's the best way to deal with it? Thank you.
