You pretty much validated what I was thinking which is option 2 is the preferred path forward in this case especially if I'm prioritizing anonymity and liability protection.

If it was your idea or a collaboration and the PM has been pretty good about communicating, then your case would be weaker.I would contact the PM and demand a plan on how they will resolve this within 30 days by either getting the tenant caught up or evicting them.
