My advice is dont do Yellow Letters or any other generic campaign unless you have the funds to go very big!

For category 2 with the lesser but still "good" neighborhoods, we work with a local mail house to do large mail merges and use presorted postage which is much easier and cheaper, but more generic. 

Plus why do deals far away when there could be deals in your back yard.As for the message- if it’s the first mailer then a generic message saying I’m interested in buying houses in the area.

As for the rent roll I wasn't looking for generic rent prices by area, but specific rent information for an apartment building for qualifying a potential deal.

Do you use your real or generic name, do you say a company, or maybe someone else's voice...?

Make your site unique and not a generic template.Write your own content because no company on this planet will do as much work on it, you would do.
