I use peoplesmart and a bunch of free services to cross reference and I usually end up finding who I'm looking for. Sometimes it takes calling a relative, but since I call with good news, they usually get me in touch.

Ph# are hit and miss as Javon wrote, but I've often found that doing an address search in whitepages.com gives me a ph# for the address.

Or if I know someone's birthdate I can go to dobsearch.com and then know which city/state they're in and then get better address with peoplesmart.

I used to pay $ 100/month with microbilt, which got their info from the creditbureaus (be aware that it's not easy as just signing up to get an account with the companies that work with credit bureaus. You must have been in business for a certain amount of years, be in certain type of business and need a site inspection etc). Microbilt was great and easy, but I end up finding people these days with a few extra steps and much less cost
