Ringless voicemail message

Hello everyone, Hope everyone had a wonderful Thanks Givingday with delicious turkey:)) I am researching the various marketing strategies related to the cold calling. I found ringless voicemail message very attractive and cheap from cost perspective. I got the phone numbers through skip tracing, now my deep concern is do I need to take care about the donot call list contacts for sending the ringless voicemail messages ? I read somewhere in the google that cold calling for asking homeowners to sell their house doesn’t come under telemarketing and it does not violate the don’t call list federal policy. Someone who is knowledgeable in this topic, please help me out!!

@Sai Krishna ByraI have used RVM to get a deal and it worked. A couple people asked me to remove them from the list. no big deal. When I mail postcards, I've had people ask me to remove them from my list. You cant make everybody happy. I think RVM is find in your own voice. It is not like those robo calls that I keep getting about health insurance or student loans. You can pm if ever want to find out which one I used . I have tried two of them and now a third. Since we are not selling the prospect anything and just leaving a voicemail , you dont have to worry about the do not call list.
