When tenants move out and it is time to either rekey or replace the locks, is this cost typically covered by property management company or the owner? TIA

If it's vacant, I would get a locksmith to change the locks immediatley and send notice to the PM that she is not to set foot on the property.I recommend you assess your situation honestly.
